What is the best credit card company to apply for as a student starting to build credit?

I’m just a college student looking to build credit with small payments on a credit card. I got a student offer in the mail from discover, but it seems like their interest is high. I’m also confused on the cash back interest, and does interest collect on every thing I purchase?
I’m not a money crazy college kid.. I took a consumer law class. I know what happens when you spend your money stupid. I just want to build credit in small incriments. For example, buying food and paying it right back off, gas etc.

What is the best way to re-build your credit after receiving your discharge papers? ?

I just received my discharge papers this month after filing a Chapter 7 BK for having too much Credit Card debt , among other things.

I already have a secured credit card of a 0.00 limit.

I have been receiving (via mail) some credit card offers that say that they will help people with bad credit get back on their feet and help you build good credit. Then I am tempted, but I am not sure about them. Then I throw them away.

What do you suggest?

Credit card with 0% APR on balance transfers for life?

I am looking for a credit card that has a 0% APR on balance transfers for the life of the transfer, preferably with not balance transfer fee. I have searched MANY sites and only found 0% for the first 6, 12 or 15 months then the regular APR (usually like 15% or so) from that point on. Can anybody recommend a card that will do this?
I do not receive offers through the mail…I signed up to stop receiving those (figures that as soon as I do I would like to have one lol). My credit rating is excellent, so I should have no problems getting almost any card.
